ORGANIZATIONAL CHARTER

Scope

The Nassau County Water Rescue Association Inc is a New York State corporation certified 501c3 operating in Nassau County. Participating in past meetings and drills have been NYPD, FDNY, USGC, Bay Constables, NCPD and NC Fire Service.  We welcome any agency input, membership and participation.  As implied in the organization title our association encompasses all disciplines of the maritime response industry or entities.  Past training has been Ice Rescue, Open Water, Flood and Fast Craft Rescue.  Diversity of perspective is encouraged.  Rather than focus on existing tools and practices, the membership is encouraged to engage in theory and research geared to advancing operational strategies, rescue techniques, apparatus and methods of effecting rescues and incident prevention, in the various disciplines of the maritime industry.

Structure

The NCWRA structure is also conveyed in its title.  It is a NYC 501c3 association of member individuals, agencies, corporations, business and support organizations with a stake or interest in regional maritime.  Members can include rescuers, officers, municipal managers, trainers, manufacturer of water rescue equipment, those with interest in marine related recreation industrial or facilities.  Our focus will remain educational and not be dominated by advocates of specific disciplines or agencies but, will encourage diversity of perspective and practices within accepted safety guidelines.  The Association will not be a marketing conduit and will not endorse specific brands of product.  NCWRA will be non-ideological and non-political.

Stake Holders

In seeking to promote multi entity operability and advance skills and techniques, effectiveness, or educational support in our region the Association is intended as a collaborative resource forum for all persons and agencies involved in water rescue or involved with water rescue entities, or maritime response entities, both public and private.

Charter Members - One of the initial members of the Association.  Participation in the Association charter March 15, 2011 (closed)

Member Agencies - Any Nassau County or Public agency wishing to join after formal acceptance of charter

Associate Agencies - Any agency outside of the county wishing to participate, associate with NCWRA drills, meetings, training (non voting)

Corporate Members - Any for profit entity wishing to support the NCWRA (non voting)

Individual Members - individuals involved or interested in any water rescue discipline wishing to associate with NCWRA

Proposed Dues - Charter Member Agency $50/year, Member Agency $20/year, Associate Agency $20, Corporate Member $20,

Governance

Governance will consist of a 5 person Board to include a Chief Executive Officer, Chief Operating Officer, Communications Officer, Financial Officer and Compliance Officer.

Each office will be voted at our March meetings and will carry one year term with a 2 year limit on consecutive terms to the same office (open for discussion)  The Board will manage affairs, funds and property of the association.  In the event an officer is unable to maintain his commitment an interim election will be held for the office to the completion of the current term.
